"To contribute to the present and future health of persons living in the Columbiana County General Health District through the provision of personal and environmental health services and by the performance of activities which deal with the prevention of illness. Areas of concern include communicable disease, chronic disease, and health promotion. Epidemiological investigations, immunizations, STD control, and health education are provided. Services are provided in both clinic and home settings. All sanitary laws and regulations are enforced to protect the community.
Concerns relating to chronic disease are specifically addressed through programs that focus on prevention, identification and detection of early signs of disease, referral, and health care continuity.

Strengths
The Columbiana County Board of Health is one of the major strengths found within Lisbon's government. This Board of Health offers a numerous services for the community. They offer information for the citizens of Columbiana County to increase knowledge and awareness about the health throughout the county as well as opportunities to learn more and get involved. They provide a website to offer information more readily to the community. Another strength of Lisbon is that the members live in the city and and understand their needs more so then an outsider.
Weaknesses
The weakness of Lisbon's government is the fact that funding is based on levies which must be passed in order to continue the funding needed. This funding offers and supports the services provided to Lisbon residents.
